Health Risk Assessments (HRAs) that evaluate the impact of diesel engine emissions and other toxic air contaminant sources are increasingly becoming an analysis requirement in the CEQA process. The San Joaquin Valley Air Pollution Control District’s Leland Villalvazo and Air Quality consultant Amy Fischer will facilitate an interactive discussion describing how HRAs are being used in CEQA documents, what type of projects are subject to HRAs and will describe the basics of how an HRA is conducted. Leland will also unveil new tools the District is creating to assist in screening for health risks, including the new Dispersion Modeling Training Manual.

 

About the Speakers

 

Leland Villalvazo is the Supervising Air Quality Specialist at the San Joaquin Valley Air Pollution Control District. He has over 20 years of experience in air dispersion modeling and health risk assessments and is one of the country’s leading modeling experts. Leland was instrumental in drafting the California Air Pollution Control Officer’s Health Risk Assessment for Proposed Land Use Projects document, released in July of 2009 and the Modeling Compliance of The Federal 1-Hour NO2 National Ambient Air Quality Standards (NAAQS) document, released in October of 2011. He has also been leading the effort in developing documentation to interpret EPA modeling guidance for the use of the AERMOD model and creation of streamlining tools used by agencies and consultants.

 

Amy Fischer, is an Associate at LSA Associates and serves as a senior air quality analyst for CEQA/NEPA and planning documents. Ms. Fischer has a comprehensive knowledge of air quality issues, air emissions modeling software and impact reduction techniques which she incorporates into analyses and report findings. Ms. Fischer has conducted numerous health risk assessments for development projects throughout California including the New Harmony Housing Development project in the City of Davis, the Hayes Valley Parcel P residential project in the City of San Francisco, and the Ambassador Housing project in Oakland. Her health risk assessment experience also includes the evaluation of impacts from distribution centers, emergency generators, construction projects and grocery stores. Amy is the manager of LSA’s Fresno office, established in 2008.
