Join us for a question and answer session with Dan Barber, Ph.D., Supervising Air Quality Specialist of the San Joaquin Valley Air Pollution Control District on Indirect Source Review Permits, emission calculations for ISR permits and a discussion of the changes for the impacts of solar projects.

The purpose of the SJVAPCD's Indirect Source Review (ISR) Program is to reduce emissions of NOx and PM10 from new development projects.

Dan Barber has been with the San Joaquin Valley Air Pollution Control District 8 years.  As a  Supervising Air Quality Specialist in the District’s Permit Services Department, he has served as staff lead for implementation of District Rule 9510 (Indirect Source Review) and staff lead for implementation of the District’s CEQA program.  He was a contributing author to District’s policy for addressing GHG emissions when the District is lead agency and the District’s GHG guidance document for use by lead agencies. Previously he was with Dow Chemical in various R&D functions within Dow’s agricultural products organization with responsibilities including compliance with State and Federal implementation of the Federal Insecticide Fungicide and Rodenticide Act (FIFRA) and national accountability for representing Dow’s interest in promulgation of rules and regulations impacting the agricultural industry.   He holds seven U.S. patents and international patents pertaining to electronic detection and monitoring of termites.  He has a Doctorate Degree in Applied entomology (University of Nebraska), a Master’s Degree in Science Education (Arkansas State University) and Bachelor of Science degree in Wildlife Management (Arkansas State University).
