SESSION 1
NEGATIVE DECLARATIONS AND MITIGATED NEGATIVE DECLARATIONS
Learn how to determine if an ND or MND is the appropriate method for complying with CEQA. Understand the legal requirements you must consider when preparing the documents. Learn how to develop a clear and concise record of substantial evidence to support a conclusion of no significant environmental effects. Understand how to handle mitigation measures, especially when they must be agreed to before an MND is circulated. The implications of the fair argument standard will also be discussed.

The Path from Project Objectives through Alternatives to Findings.
SESSION 3
NEPA
This session will highlight NEPA's basic requirements, differences between CEQA and NEPA documents, and practical NEPA compliance advice for ARRA (Stimulus) projects, US Army Corps of Engineers permits, and HUD projects. It will also provide an overview of the Council on Environmental Quality's new guidance on NEPA migration and monitoring, and climate change analysis.
SESSION 4
SUBSEQUENT ENVIRONMENTAL REVIEW AND TIERING
An EIR has been certified for a project, or a Negative Declaration has been adopted. A change occurs, or the next phase of the project is up for consideration. What do you need to do to comply with CEQA? This session will address CEQA requirements and considerations for subsequent environmental review, including addendums, supplemental and subsequent EIRs. Among the many topics considered, this session will address in-fill development, tiering from greenhouse gas reduction programs and CEQA benefits associated with SB375.
