SB 1000: Bringing Environmental Justice into the General Plan

Join AEP and APA members in discussing Environmental Justice in the General Plan. We are happy to jointly host professionals from Sacramento via webinar at the Fresno Council of Governments meeting room in Downtown Fresno. Lunch will be provided.
Description:
SB 1000 requires general plans in California to address environmental justice (EJ), either as a stand-alone element or integrated into other applicable elements. This session will cover EJ basics, SB 1000’s specific requirements, implementation guidance from the Governor’s Office of Planning and Research (OPR), and practical examples and lessons learned in planning for the needs of disadvantaged communities.
The goals of this session include:
- Help planners understand what EJ means and how it can be applied through planning.
- Clarify the specific requirements of SB 1000, including when and to whom the requirements apply, how to define “disadvantaged communities”, and how EJ considerations must be addressed at the general plan level through policy and implementation.
- Hear from OPR staff re: the latest General Plan Guidelines update effort, including guidance on implementing SB 1000 requirements.
- Review key principles, best practices, and lessons learned from “early adopter” communities in addressing the needs of disadvantaged communities through planning.

Erik de Kok, AICP, leads Ascent’s Sustainability and Climate Action Planning practice. He specializes in the preparation and implementation of climate action plans, community health risk reduction plans, general plans, specific plans, and other planning tools that address health and sustainability. He holds a master’s degree in city planning from Hunter College, CUNY and has over 17 years of professional experience in the public, private and non-profit sectors.

Dr. Baca is passionate about innovations to foster health and well-being. She serves as Senior Health Advisor in the California Governor’s Office of Planning and Research (OPR). She is engaged in innovation in the public sector to foster health through multiple projects including healthy planning, big data, and public-private partnerships.

Jackie Cole, VG Consulting, is a Sacramento native, and project manager with Valenzuela Garcia Consulting. She specializes in community organizing and community development project management. She holds a Bachelor’s Degree in Sociology from CSU Sacramento. Her previous collaborations include Ecoconsult, an environmental lobbying firm; ClimatePlan, a coalition of sustainable community strategists; Tre Borden & Co., a public space activation specialist and Sacramento’s Young Professional of the Year 2016.

Ashley is a Senior Attorney at Leadership Counsel for Justice and Accountability where she helps shape and drive the organization’s legal and policy initiatives alongside disadvantaged communities to eliminate barriers to opportunity based on wealth, race, income and place in the San Joaquin and Coachella Valleys. Ashley is currently supporting Leadership Counsel's efforts to ensure effective implementation of SB 1000 in the San Joaquin Valley and throughout the state. She received her law degree from Boston College Law School and her B.A. from Swarthmore College. Ashley has worked at Leadership Counsel since its inception in 2013 and previously worked as a staff attorney at California Rural Legal Assistance, Inc.
