Draft CEQA Guidelines for Analyzing Transportation Impacts from New Development Workshop

The Central Chapter of the Association of Environmental Professionals and the Central Section of the Institute of Transportation Engineers invite you to attend a lunch-time workshop discussing the “discussion draft” CEQA Guidelines for analyzing transportation impacts.  These proposed guidelines focus on the use of vehicle miles traveled (“VMT”) and trip generation as impact thresholds, rather than level of service (“LOS”).  The workshop will take place on September 24, 2014 from 11:30 to 1:30 at the Wedgewood Banquet Center, 4584 West Jacquelyn Avenue, Fresno, CA, 93722

This event is timely as the deadline for submitting comments on the discussion draft guidelines to the Governors Office of Planning and Research (“OPR”) is October 10, 2014.  The workshop will include the following:

1. An overview of the draft guidelines, which includes a new section 15064.3 and amendments to Appendix  F “Energy Conservation” and Appendix G, “Environmental Checklist Form.”

2. A comparison of traffic impact analysis for various types of residential development utilizing LOS thresholds as well as the proposed VMT and trip generation thresholds.

3. A discussion of the planning, legal and other considerations and implications of utilizing this new threshold analysis rather than the traditional LOS model, including the potential for unintended consequences from utilizing the VMT and trip generation threshold analysis.

Speakers:

Christopher Calfee, Esq.: Mr. Calfee is Senior Counsel at OPR and has served in this capacity since 2009.  He is the lead attorney on the OPR team tasked with drafting the amendments to the CEQA Guidelines related to transportation impacts analysis.  Prior to his involvement in this project, Mr. Calfee was the lead attorney responsible for the development and implementation of amendment to the CEQA Guidelines on the analysis and mitigation of greenhouse gas emission.  Before joining OPR, Mr. Calfee was an attorney with Best, Best & Krieger. 

Chris Ganson, MCP, MS: Mr. Ganson is a Senior Planner at OPR and has served in that capacity since 2011.  He is the lead planner on the OPR team tasked with drafting these amendments to the CEQA Guidelines.  Prior to his position at OPR he worked at the U.S. Environmental Protection Agency and the World Resources Institute.  Mr. Ganson earned his BA in Environmental Sciences as well as an MP and MS in City Planning and Transportation Engineering from U.C. Berkeley.

Ronald Milam, AICP, PTP:  Mr. Milam is a Principal with Fehr & Peers and its Director of Technical Development.  In this capacity he has engaged with OPR on the development of these CEQA Guidelines.  Mr. Milam is involved in big data research, VMT analysis, multi-modal performance measures, and land use/transportation interactions.  In addition to consulting and research, Mr. Milam teaches a course for the U.C. Davis Extension Program entitled, “The Intersection between Transportation and Land Use.”  Mr. Milam earned his B.S. in Environmental Policy Analysis and Planning from U.C. Davis.
