Allan Lind will discuss legislation that affects CEQA and other relevant environmental laws along with pending legislation in the current session. Topics will include: (1) The Governor's proposal to prohibit judicial review of EIRs selected by the Business Transportation and Housing Agency (up to 25 EIRs per year over four years); (2) The Governor's proposal to "eliminate" OPR and its implications for the Clearinghouse Clearinghouse and land use planning activities of OPR; (3) The impact of the State Budget mess on environmental professionals; and (4) Proposals to suspend AB 32 implementation until the economy recovers.
Allan Lind has served as AEP’s Lobbyist in Sacramento since 1997. He has been a lobbyist in Sacramento since 1993, representing primarily public agencies and non-profit organizations. Allan works primarily in the public policy areas of environmental protection, natural resources management and conservation, energy and transportation.
Prior to lobbying, Allan’s professional career included public policy positions with local and state government, including the California Coastal Commission, the Governor’s Office of Planning and Research and the State Legislature. Allan’s legislative experience is based on 12 years working as a Committee Consultant to the Assembly Committee on Ways and Means. During this time Allan was responsible for the review and analysis of legislative proposals affecting the policy areas mentioned above as well as the annual state budgets for state and local agencies responsible for implementing such laws.
Allan is a native Californian; earned degrees in Architecture and Landscape Architecture from U.C. Berkeley; began his professional career in a prominent San Francisco environmental consulting firm; and has been a resident of Sacramento and a State Capital regular since 1977.
